Completed in 2004 and designed by Skidmore, Owings & Merrill and DCA Architects, the building stands 153 metres tall with a gross floor area of 556,639 square feet.

The building features large, column-free floor plates of up to 30,000 square feet, with a 3-metre ceiling height offering flexibility for single or multi-tenant use. A distinctive design element is the homogeneous metallic box exterior with a glass curtain wall and adjustable sunshading louvers. Four sky gardens are located on the 5th, 12th, 15th and 22nd floors, featuring restaurants, a gym, swimming pool, and jogging track. The building achieved BCA Green Mark GoldPlus certification in March 2021.

Connectivity is excellent, with Raffles Place MRT Station (EW14/NS26), Clarke Quay MRT Station, and Chinatown MRT Station all within a 5 to 10-minute walk.

The tenant mix is diversified across over 40 multinational tenants. Notable occupants include the High Commission of Canada (11th floor), Amazon Asia-Pacific Resources, Borouge, L’Oréal Singapore, ERGO, Fitness First, and Lloyd's of London. In December 2021, the building was acquired by a joint venture between JPMorgan Global Alternatives and Nuveen Real Estate for S$1.29 billion.
